I've heard that some teams actually hire people to go out and look at players ... and if they are good enough they invite them to camp ... some call them "scouts" ... I'm sure this method will be highly effective with very little cost.

I would consider this a merely a promotional event not an attempt to local "hidden" talent. And I think it will be very effective in generating some excitment among eligible players. My expectation is that they will end up inviting a couple of local players from this which always plays well in media but would be highly surprised if anyone actually made the team. From my view I only see benefit with no real cost. Don't forget these expansion teams haven't had the chance to really build up their roster so it they will need to invite several local players anyway to have a 30 - 40 player training camp.
