This is not really a surprise is it. Everybody knew what was going to happen way before it did. Boy what a sham. The draft is becomming more and more phony. The league has suffered a BIG BLACK EYE !!!!!!!

rather than a letter of intent rule you could put in place a system where when training camps open, all players who don't report by a certain date (lets say 3-5 days into camp for example), become some type of RFA. then other teams are fully welcome to negotiate with these players and if signed, must hand a hefty compensation to the team owning his rights. something like your next 1-2 first rounders (similar to the NHL's RFA compensation). the price has to be hefty enough to put a dent in the teams future plans but not completely discourage it (so that the players do have a chance to be dealt)
now while this won't help much to generate more interest to play in the league for these select holdout players (that's a whole other problem that starts with the Q's education programs), it would help control the dirty tricks being played amongst the teams.
example: SJ drafts espo 1st overall. training camp starts and he doesn't report. roy can now talk to his party and make whatever offer he wants to espo. espo agrees and signs. quebec must now ship it's next 1-2 1st rounders (or whatever the rule would be) to SJ. theoretically it would work since quebec gets the guy they want and SJ will be well compensated the year(s) after.

Saint John was well compensated anyhow.. Alex Grant will make his mark in this league and with our division being so damn defensive minded I dare say he's a better pick to build a new team around than Esposito would have been anyhow
I really think people are getting carried away with their anti Esposito and anti Roy comments on the message boards

The biggest flaw I see in your logic is that SJ now has first round picks for the next two years that they can use to pick players who don't want to play for them so those players go and make a deal with Quebec and SJ gets two more draft picks and so on. Seems like a hell of a draft plan for Quebec (or any other team) to get the best player available each year essentially as a FA. Having to give up your first rounder for two consecutive years would slow it down, perhaps, but I can see this creating a much larger gap between the haves and have nots.

If a team takes the risk in the 1st round on a player that makes the "NCAA" declaration and the player never shows up, that team should be compensated. He lists several players who did the Esposito flip-flop over the years.

What I found funny is he mentionned Adam Pineault, but the difference is he didn't report the 1st two years. There was no side-deals, and he didn't screw the rest of the league to play with Moncton. Moncton did exactly what Leroux suggest that be done... That is take a chance and see what happens. Moncton has taken many chances, and if half of them work out, it will help a lot for the memorial cup.
Yandle cost a 5th round pick, Bourque cost a 11th or 12th, Bodnarchuk cost a 5th round pick. Keeping Bernier on the protected list cost us Bergeron (or Welcher/Bodnarchuck).
