For issues like that, I don't think they have to wait for the next CBA. They can add them as they go.

It was decided by the Competition Committee who has to report to the owners and the union. They need both parties to approve the changes.
However, what I was saying is that they don't need to wait for the next CBA negotiations to approve changes like that.
Even the recent rule changes are up for review this summer.

Yes that's right, thanks! I forgot that rule changes and such not only get reviewed when the CBA expires but are reviewed at other times as well. My mistake. With the CBA crap the last couple of years it is sometimes hard to keep track of who looks after what and when changes are made.
